The Green Tank on the revised National Energy and Climate Plan

The Green Tank submitted detailed comments on the public consultation on the Greek National Energy and Climate Plan.

The main positive points of the NECP are summarized as follows:

  • Higher climate target for 2030 (58.6% reduction in net CO2 emissions compared to 1990 levels).
  • Increase in the share of renewables (excluding offshore wind) in 2030 in electricity production and reduction in the share of gas.
  • Forward-looking development of infrastructure for the storage and use of carbon dioxide captured exclusively by industry by 2045.

In contrast, some negative points include:

  • Reduced climate ambition for 2040.
  • Weak strategy to reduce methane emissions from waste and livestock farming.
  • Retention of too much gas in electricity production and planning for new gas infrastructure (LNG plants and pipelines).
  • The insistence on domestic hydrocarbon extraction.
  • Failure to include targets and measures to promote self-production and energy communities.
  • Low energy saving targets; most notably increased consumption in the transport sector.
  • Limited emphasis on energy upgrades in buildings.
