The Green Tank submitted detailed comments on the public consultation on the Greek National Energy and Climate Plan.
The main positive points of the NECP are summarized as follows:
- Higher climate target for 2030 (58.6% reduction in net CO2 emissions compared to 1990 levels).
- Increase in the share of renewables (excluding offshore wind) in 2030 in electricity production and reduction in the share of gas.
- Forward-looking development of infrastructure for the storage and use of carbon dioxide captured exclusively by industry by 2045.
In contrast, some negative points include:
- Reduced climate ambition for 2040.
- Weak strategy to reduce methane emissions from waste and livestock farming.
- Retention of too much gas in electricity production and planning for new gas infrastructure (LNG plants and pipelines).
- The insistence on domestic hydrocarbon extraction.
- Failure to include targets and measures to promote self-production and energy communities.
- Low energy saving targets; most notably increased consumption in the transport sector.
- Limited emphasis on energy upgrades in buildings.
