Just Transition: Funding for Greece’s lignite regions must continue under the 2028–2034 Partnership Agreement
Funding for the transition of Greece's lignite regions must continue during the next programming period (2028–2034). This was among the key messages delivered by Ioli Christopoulou at the event "Cohesion Policy 2028–2034 | National and Regional Partnership Plan", organised by the General Secretariat for the Partnership Agreement (NSRF) of the Ministry of National Economy and Finance on 9 July 2026 at the Athens Conservatoire (Odeon of Athens).
Citizen participation in the energy transition is losing momentum: Slowdown in energy communities and self-generation
Energy communities and self-generation are the main tools enabling citizens, local communities, and small businesses to actively participate in the energy transition. However, the latest data point to a continuing slowdown, both in the development of new projects and in the implementation of existing applications. The Green Tank’s 9th review of energy communities and self-generation in Greece analyses the latest available data from HEDNO, IPTO and GEMI, highlighting the most important trends.
The Green Tank joins discussion on the future of Just Transition in Brussels
The Green Tank participated in an event titled “Advancing Just Transition: Addressing Social and Economic Impacts and Building Social Support,” organized in Brussels as part of the AdJUST Horizon Europe project, providing an opportunity to exchange views on the present and future of Just Transition.
Just Transition & Local Community Participation: Lessons from Estonia
The Green Tank participated in the meeting of the working groups of the European Just Transition Platform, held in Narva, Estonia. During the meeting, participants presented and discussed the outcomes of the working groups, focusing on the future of the Just Transition in the next EU programming period (2028–2034).

The Green Tank Supports Energy Upgrades of Municipal Buildings in the North and South Aegean and Tourism Development in Western Macedonia
The Green Tank voted in favor during the tenth written evaluation process conducted by the Hellenic Managing Authority (EYDAM) under the 2021–2027 Just Transition Development Program (JTDP). The submitted dossier included two projects. The first project concerns energy upgrade works for public and municipal buildings in the North and South Aegean regions, with a total budget of €10 million (€6.854 million for the North Aegean and €3.154 million for the South Aegean).

Stagnation in self-production and energy communities after the transition to net billing
1,747 energy communities, but only 18 new project applications in 6 months. Central Macedonia is the “champion” in electrified capacity, while in Western Macedonia for every 1 MW electrified, 3.6 MW are cancelled. The 1 GW “barrier” in self-generation was broken, however, from the ministerial decision on net billing (October 2024) to September 2025, only 16.5 MW of projects implementing the new mechanisms, were connected.

The Green Tank Comments on the National Action Plan to Combat Energy Poverty
The Green Tank participated in the public consultation launched by the Ministry of Environment and Energy on the updated National Action Plan to Combat Energy Poverty, submitting detailed comments and recommendations. The organisation recognises that the Plan moves in the right direction, combining short-term relief measures for households with longer-term interventions aimed at the structural alleviation of energy poverty. However, it highlights the need for improvements in several key areas.

In her article in Efimerida ton Syntakton, Ioanna Souka, Energy Policy Analyst at The Green Tank, sheds light on the significant delays in deploying resources from the Recovery and Resilience Facility — and the social and economic costs of these setbacks.
The Green Tank Participates in the Annual General Assembly of the Coalition of Energy Communities (DESMI)
The Green Tank actively participated in the Annual General Assembly of the Coalition of Energy Communities (DESMI), held on Saturday, 18 October 2025. The assembly focused on reviewing the achievements of the past year, outlining next steps, and discussing the strategic direction of the DESMI coalition. Participants also explored how energy communities can expand their activities by strengthening citizens’ active participation in the energy transition.
