The Green Tank’s comments on the draft law on energy storage and waste management

The Green Tank has submitted its comments to the public consultation on the Ministry of Environment and Energy’s draft law “Regulations for the modernization of waste management, the improvement of the energy saving framework, the development of energy projects and addressing urban planning issues”.

In general, the measures to promote electricity storage are moving in a positive direction, as they will contribute to further penetration of RES in electricity generation and limit RES curtailments which have increased alarmingly in 2024. However, as the relevant regulatory impact analysis accompanying the bill is generic and incomplete, it is not clear to what extent these measures will contribute to achieving the national storage infrastructure development targets set out in the National Energy and Climate Plan (NECP), as well as to minimizing RES curtailments and electricity costs for consumers.

Furthermore, it is erroneous to promote waste incineration in lignite areas, as this is incompatible with the Fair Development Transition Programme and, above all, with the principles of sustainable waste management.

Finally, it is also mistaken to weaken self-production by allocating electrical space for commercial projects (small wind and biomass plants).

Specific comments were also submitted on Articles 27, 30, 37, 37, 38, 39, 45 and 57.
