The Green Tank submitted its comments to the public consultation on the new bill of the Ministry of Development and Investment, titled “Just Development Transition and regulation of specific coal phase-out issues”, on October 19, 2021.
The comments, which are accompanied by specific recommendations, focus on three issues: the Just Transition governance mechanism, the transfers of land from PPC to the Greek state and the technology of district heating.
The comments and recommendations for the governance mechanism concern its transformation into a more inclusive, functional and efficient configuration, with provisions specifically for the participation of representatives of the local communities, of workers, and of the civil society actors. It should also reflect the fact that the transition will take much longer than the implementation of the 2021-2027 Just Development Transition Program. Regarding land transfers, more transparency and information is required in terms of economic, mainly, but also environmental aspects. Finally, as far as the district heating, the choice of fossil gas as the only fuel to be used does not take into account environmental and economic parameters that require the use of clean energy.
