Comments on the Interventions of the Strategic Plan for the Common Agricultural Policy 2023-2027

Following the comments submitted on the interim text of the Consultation on the Strategic Plan for a Common Agricultural Policy (CAP) 2023-2027, the Mediterranean Institute for Nature and Anthropos [MedINA] and The Green Tank participated in the second consultation and submitted joint comments and suggestions on December 8, 2021.

In particular, they point out that the total amount of funding or the share of the total budget to the interventions of the CAP Strategic Plan that were put to consultation is not determined and therefore the planning cannot be fully evaluated. It is noted that the environmental dimension of the CAP should not be limited to ecological schemes, but should go through all interventions horizontally in order to significantly redirect the CAP to sustainable solutions for the future, and this is considered to be insufficiently achieved.

In addition, they point out that the description of the interventions shows incomplete provisions for the protection and management of biodiversity and adaptation to climate change, as well as for mitigation actions of the latter, with some exceptions (eg for ecological schemes). They also emphasize that the interventions presented lack measures specifically related to forests, forest management and its contribution to the growth of the country.

Finally, regarding the specific comments and suggestions, emphasis is placed on the proposed ecological schemes and quality systems.
